BASIC OFFSHORE SAFETY & EMERGENCY PREPAREDNESS (With CA-EBS)

Standard: Compliant with IMO SOLAS, STCW Code A-VI/1, and Industry Best Practices.

 

1. Course Description

This training program provides delegates with a fundamental understanding of safety induction, fire safety, and emergency response skills required for working in the offshore environment. The course is specifically designed to bridge IMO STCW Basic Safety Training standards with specific Offshore Industry requirements, including Helicopter Underwater Escape Training (HUET) utilizing a Compressed Air Emergency Breathing System (CA-EBS).

2. Target Audience

  • Marine crew transferring to offshore units (FPSO, FSO, MODU).
  • Offshore personnel working in regions where National Standards (Non-OPITO) are accepted.
  • Service technicians requiring basic safety awareness.

3. Prerequisites

  • Valid Medical Certificate (Fit for Work/Fit for Training).
  • Important: Due to the in-water CA-EBS exercises, delegates must confirm they have no respiratory conditions (asthma, lung issues) and are comfortable in water.

 

4. Course Modules & Learning Outcomes

Module 1: Offshore Safety Induction

Reference: OSHA General Industry Standards / ISO 45001 Principles

  • Overview of Offshore Environment: Drilling rigs, production platforms, and FPSOs.
  • Safety Management Systems: Understanding "Permit to Work" (PTW), Stop Work Authority, and Risk Assessment (JSA/JHA).
  • Personal Responsibility: PPE standards, drug & alcohol policy, and waste management (MARPOL awareness).

Module 2: Helicopter Safety & HUET with CA-EBS

Reference: ICAO Annex 6 / Industry Best Practices for Rotocraft Operations

  • Pre-flight: Boarding procedures, safety briefing, and safe behavior onboard.
  • In-flight Emergencies: Actions during controlled landing vs. emergency ditching.
  • CA-EBS (Compressed Air Emergency Breathing System):
    • Difference between Re-breather and Compressed Air systems.
    • Pre-flight inspection and donning of the Life Jacket/CA-EBS unit.
    • Practical: Deployment and breathing from CA-EBS in dry conditions.
    • Practical: Deployment and breathing from CA-EBS underwater.
  • Underwater Escape (HUET):
    • Bracing positions.
    • Escaping a capsized helicopter (window/door egress) with and without CA-EBS.

Module 3: Sea Survival & Life Saving Appliances

Reference: IMO SOLAS Chapter III / STCW Code Section A-VI/1-1

  • Abandonment: Mustering procedures and platform abandonment.
  • Survival Craft: Identification and operation of TEMPSC (Totally Enclosed Motor Propelled Survival Craft) and Marine Liferafts.
  • In-Water Survival:
    • Donning of immersion suits and thermal protection.
    • HELP (Heat Escape Lessening Position) and Huddle techniques.
    • Righting a capsized liferaft and boarding techniques.

Module 4: Fire Prevention & Fire Fighting

Reference: NFPA Standards / STCW Code Section A-VI/1-2

  • Fire Theory: The Fire Triangle/Tetrahedron and classes of fire.
  • Detection: Smoke, heat, and flame detectors.
  • Practical Action:
    • Correct use of Portable Fire Extinguishers (CO2, Dry Powder, Foam).
    • Use of Fire Blanket.
    • Self-rescue from smoke-filled environments using Smoke Hoods/PBE.

Module 5: Elementary First Aid

Reference: AHA (American Heart Association) Guidelines / STCW Code Section A-VI/1-3

  • Immediate Action: Assessing the scene (Dr. ABC).
  • Life Support: CPR (Cardiopulmonary Resuscitation) & AED awareness.
  • Injury Management: Treating burns, bleeding, and shock.

5. Assessment Method

To ensure the competency of the delegates, the assessment will be conducted as follows:

  1. Written Assessment: Multiple-choice questions (MCQ) covering theory (Passing grade: 80%).
  2. Practical Observation: Direct observation by instructors during practical exercises (HUET, Sea Survival, Fire Fighting).
    • Result: Competent / Not Yet Competent.

6. Certification Statement (For Your Reference)

Upon successful completion, the delegate will be awarded a Certificate of Training titled "Basic Offshore Safety & Emergency Preparedness with CA-EBS".

This certification attests that the training syllabus covers the requirements of IMO STCW Code A-VI/1 for Personal Survival Techniques and Fire Prevention, and incorporates industry-standard Helicopter Underwater Escape Training protocols.
